You play against the dealer, not other players. The dealer follows a fixed rule — typically drawing until reaching at least 17 and then standing — which removes any judgement on their side.

Basic strategy as a reference
Basic strategy is a chart of the mathematically best action for every combination of your hand and the dealer's up card. Played consistently, it trims the house edge to a fraction of a percent on favourable rules — but "best" means the choice that loses least over time, not one that wins any single hand.
It is a learning aid, not a guarantee. Variance still swings hands your way or against you, and no chart makes blackjack a sure thing.
